[Spells help] control weather

Syntax: cast 'control weather' [warm|cold]
        cast 'control weather' [windy|calm]
        cast 'control weather' [wet|dry]
        cast 'control weather' 

Control weather modifies the weather to the taste of the caster.  You can
change either the temperature, wind speed or precipitation per casting of the
spell.  The direction of the wind may also be changed.  Control weather will 
also prevent the weather from further changing for hours or even up to a whole 
day, depending upon the power of the caster.  This spell is useful when trying 
to cast call lightning but may also have other more subtle benefits.
