[Cities help] Teron
 
Teron is known, for better or worse, as the City of Chaos.  The streets
are littered and crumbling, but the population is bustling, ever busy with
the enterprises that keep the fragile economy afloat.  The principle city of
Uxmal, Teron is lacking a formal government; however, several small
organizations keep a certain degree of order among the citizens.  Those of
light aura often find themselves looking over their shoulders in this city,
as anything goes.  The lack of judges and jail make Teron a regular spot for
both negotiations and brawls.
