Syntax: heckle  

Swashbucklers can use their razor-sharp tongues to infuriate bystanders and
cause them various disabilities.  Heckle is one such skill.  Although learned 
early in their career, heckle should not be underestimated by melee opponents.

A heckled fighter will find it difficult to accurately strike their opponent
and will also find it more difficult to dodge.  Heckling is a quick action to
perform but also wears off relatively quickly.  Charisma is the key attribute
for this skill, improving both it's effectiveness and duration.
