Diplomacy Updates:
- Only charge for wars with factions of the same type (tribunal/cabal)
- When a leader steps down, all of that faction's relations will reset to truce
- Initiating a war will now cost 10x the daily upkeep amount
- Ayamao and Wastes removed from diplomatic options
- Fixed tribunal balance going negative due to diplomatic upkeep

Other Changes:
- Add initial attack damage bonus to ambush, shoot and throw
- Allow merc to rally others when already affected by it
- Increase prices instead of closing stores during night hours
- Reduce hunting range of less capable NPCs

Bug Fixes:
- Fixed bug with corpses not being relocated out of the Dreamscape
- Shop inventory cannot be taken from stunned shopkeepers
- Fixed wimpy fleeing NPCs so they do not immediately track again
- Tweak ranged combat to fix rounding errors
