Quest Command:

Fast Affects System:
- Spells and abilities can update many times during a single tick

person, intimidate, magma spray, rallying cry, snare, taunt,
tongues, understand, voodoo
- Magma spray is less damage per burn but same amount over time
Changes:
- Newbie healers will cast Force Shield and Energizer*
- Fee to send out an enforcer NPC only 20% of the previous cost*
- Fee for the other 80% charged when bounty is caught*
- Fee for the other 80% charged when enforcer dies*
- Cannot junk items while fighting*
- Junking is not allowed during combat*
- Auto surrender message clarified
- Cabal spells will not be denied based on religion
- Fleeing causes you to leap off a disabled mount

Bug Fixes:
- Fixed crash related to liquid containers*
- Fixed bug that would jack up prison time when recaptured*
- Bank funds were not being tracked in economy for enforcers*
- Fixed vt100 updates for certain mana and move skills*
- Unique shopkeepers will now reset their merchandise*
- Critical cleave message being sent to victim twice*
- Trainer tells you he can't train folks he can't see
- Fixed limited object tracking when objects were deleted
- Colored map descriptions will be correctly formatted
- Prevented NPCs from sleep-walking
*Note that some of these changes have been in the game for
awhile. I've done a lot of minor updates were not large enough for
a change list, so this compiles a lot of those into one list.
