 Post subject: Scrolls and Attributes

When you use a scroll against another person, is it's chance to be successful at all modified by a governing attribute? Same goes for a wand or staff? Or is it just art and the strength or quality of the wand/staff/scroll?

I do believe it has to do with your own art, and that of the scroll. And I also think that art helps with the wands/stave, though the stave/wand's own level and strength also apply.

SK Character: Pilnor, Surrit, Berr, Rall
Up to three points of art apply for staves, up to six points for scrolls, and up to nine points for wands.

And the level of the spell in the item also matters (weak, strong, overpowered, etc.), unless I'm mistaken about this.
