To help further explain, here are some fake numbers:
Let's say you have a pool of 1000, and awesome spell x costs you 250 points a shot. That will look like a 25% hit to your pool.
Now let's say you get enough mana/wis mods and/or stat trains to get your pool up to 1500. That same 250 point spell is now only shown as around a 17% decrease per cast.
Please correct me if I'm wrong, but I do believe that mana mods have the same effect as a mana train. Also, you can't max out on mana, movement, or HP mods. So, if you wanted to, you could go nuts and end up with an outrageously huge mana, movement, or HP pool. Most would probably tell you that it isn't worth your time after a certain point, though.
