Call me crazy, but I think most of my characters would be smart enough to stop somewhere between disarming and pulling off their underwear and figured out how to clean their eyes out BEFORE getting down to removing their boots.
Another option may be addition of a "disarm" (some alternative name, so as not to interfere with the combat attack?) command that would let a blinded character remove weapons/shield/etc in order to free up their hands to use a tool, such as the eye washer. This would also be useful for those times when stuck in the wilderness at night before wielding light-sources like torches/lanterns.
NO WAY MAN! WHEN I GET SMOKE IN MY EYE AND I HAVE A COFFEE IN MY HAND, I KNOW MY FIRST THOUGHT IS TO STRIP NAKED SO I DON'T POUR MY COFFEE ALL OVER MY FACE WHEN I GO TO RUB MY EYE! I MEAN, IT TOOK A COUPLE OF TRIES TO FIGURE OUT THE PROBLEM WAS ACTUALLY THAT I WAS STILL WEARING MY SOCKS, BUT MY FACE RECOVERED MOSTLY AND NOW I KNOW!
