All this time, I've never really thought about the nature of the Afterlife Thread. I guess I would have to assume that things like "Joe Schmoe, Halfling Mercenary From Zhenshi is dead" could be considered IC knowledge and maybe other stuff like backstory and whatnot OOC. Or is it all IC? All OOC?

I believe it's up to you, how you want to play it until you hear it from someone else IC. You can just play that he has not shown around in years and who knows what's happened of him (you may be a little worried knowing his age perhaps) or simply have heard the rumors that he has passed away or something like that.

You could also play a dwarf bard that runs through the streets of every city after an Afterlife thread is posted, shouting requiems. That way everyone has a legitimate IC reason to talk about it and you, in turn, have created a completely new character concept that has never been done.

I miss Gasbah.
