If someone wanted to get better at dodging, would it be more effective to be in mood defensive, where you'd doge more often? Or in mood aggresive, where you'd fail at dodging?

I think I remember someone saying on the forums that there's a higher probability of getting that skill advancement when you fail it, and learn from your mistakes.

You remember correctly. This is why spellcasters practice their spellsets while donning heavy armor suits.

And is the same true for something like third/fourth attack?

Would you learn it faster in mood defensive?

Although I am not sure that when mood changes you 'fail' at dodging. You just dodge more while being defensive. (To think in terms of dice, you roll one to see if you dodge and another according to your skill level to see if you manage or fail, changing the mood would result in having a +1 to your first roll and that does not help with improving)

Of course I could be wrong.

In actual fact, it's not a higher probability. The reason spellcasters practice wearing heavy armor is because to fail a spell costs half as much mana, and therefore the heavy armor allows them to cast more times than if they were repeatedly successfully casting.

Pretty sure you also have a higher chance of improvement when you're worse at a spell or skill, just speaking from experience.

I'm not sure.

I do know that the heavy armor thing is done because, like OA said, failed spells cost half mana, increasing your chances through sheer frequency. I'm fairly certain improvement becomes less likely as you have fewer improvements left, not necessarily by being better at it. Going from superg to mastered on some spells is crazy.
