What race you are limits what classes and what alignments you can play.
Here are all the races that can be priests and any alignments:

As you can see, only elves, griffons and deep-elves bind you to an alignment from the start. There's no "best" alignment. Choose whatever you feel like playing, but remember the choice is irreversible for that character (and there are severe consequences if you act drastically out of that alignment).
In general there are many more light (the good guys) and gray (selfish guys) priests than there are dark (the bad guys) priests. If you're a darkie priest, you'll probably be more crucial to the people around you, but you're frequently the only guy to go to, which can be annyoing if you're not in the mood to help people. On the lightie side there are more then enough priests so that if you don't have time to rez somebody they can go off and talk to someone else. It's the difference between being a big fish in a little pond (dark priest) or a little fish in a big pond (lightie priest) or somewhere in the middle with a gray priest.
Now, onto kingdom choices. Any character or race can start in any kingdom, though sometimes this could prove to be fatal right off the bat. Here's the list of all the kingdoms followed by any leanings they have towards an aura (light/dark/gray).

Unless I put a restriction in caps, you're free to make anywhere you choose. The only reason why you shouldn't make members of certain races in those areas is because the guards will attack and kill you on sight, and your characters' life will be over in about 45 seconds.
Other then that, try and follow the leanings of the kingdom for your first few times. It'll be easier to find likeminded people and people who can help you.
My personal suggestion is that you make a
lightie (principled/scrupulous) human priest in taslamar. Probably the quickest way to get help and support while you learn about the game and your class. I'd strongly advise against making an elf, deep-elf or griffon since they tend to be very frustrating for newbies to play because of racial tensions in game.
