On topic: Looks like everyone corrected the misinformation in juggernaut's original response. Failed steal attempts against npc's initiate combat. Failed steal attempted against pc's do not. Both are against the law in places with law. If items you were wearing are suddenly gone, it is probably the result of the mechanism Turok mentioned. You cannot steal things that are worn unless you're dealing with a stunned person or a corpse.
