Cannibal's advice there seems pretty good. I would just add that now it is possible to enchant for stat mods, so it might be easier to be a little more reliant on mods. Art is important and can not be modded for.

First you need to pick a race and faction. To a lesser extent, a religion. These choices dictate how you will allot your points. The choice of race is also faction-dependent.

The race I picked is Dwarf. Why do I have to pick a tribunal/cabal before religion? I was thinking about following Sargas for my hellion. Rather, why is a tribunal/cabal more important for a hellion than religion?

As has already been noted, hellions need every single stat to be good, although STR, DEX and CON are more important early for leveling, and INT/WIS/CHA are more important once you get to the higher levels. If you feel like having the best high-end potential, then you should not max your stats, train ART and either HP or mana instead, and plan to enchant for your stats at higher levels to get every single one maxed. If you don't want to be very EQ reliant, I would suggest keeping your stats high and putting little to no points in art, HP or mana. However, now that you can easily enchant stat mods, keeping a lot of stats from being naturally maxed is a really good idea for stat hungry classes like hellions.

Frankly, as a dwarf hellion, you aren't going to be as good as other hellion races. It doesn't mean that you can't be powerful though. Just make sure that you don't lowball any of your stats, because they're all important. Yes, even charisma, because that affects intimidate and dwarves actually get a really good charisma score. You will, however, notice that your INT is really low and it will be next to impossible to hold domination and do anything else, so you probably won't ever want to use dominate. You still will want all the INT you can muster, though, so you can hold protection and still cast while under focus.

Cabals have skills and spells that benefit your character, and if you were to, say, choose a cabal that has a skill to increase a max stat, then you could make a choice of race based on that fact. You can play a race knowing that your DEX isn't the best, but you have a cabal skill or spell that can increase your max DEX.

Edit: wanted to mention that this was just an example of one reason why a choice in faction has more of an impact than religion. What Styles posted is a better example by far.

I could be wrong, but in my opinion selecting dwarf makes it an uphill battle to make a solid hellion unless you are trying for a bizarro build. For any standard hellion build, a human will be better than a dwarf. For certain factions, deep-elf and half-elf are better. Centaur is also potentially better, but it will require that you know how to deal with the massive centaur downsides. If you can't, don't play them. How you allot your points will still depend on faction choice. For certain factions I probably would max out art. For others, no. Maledictions have impairment and virtually nobody stacks a ton of reflex, so the top hellion spell choices are viable even without max art. So for tribunal hellions, I don't think max art is as important.
