The staves in the Outpost are indeed high-level compared to the NPCs around them. No one knows why -- they probably should be revised.

A different message for being too low-level would be nice as well.

All classes (except warlock) who learn staves also learn identify. I would think that the quality of the charges combined with the spell identified on the staff roughly indicate its level -- but that last part is conjecture.

Nope. Quality of the staff itself is the only thing really taken into account. If you have a poor quality staff with overcharged Blah, a newbie could still keep it from thieves and use it. At least, I THINK it's that way.

Technically yes thieves are based on quality;however, I don't think a builder can put a level 50 spell into a level 30 stave.

So practically.... no.
