I always just assumed that it did and never questioned it until I thought about it, but does your skill level at a spell (i.e. superb, mastered, etc.) affect the chance to resist or damage or does it just affect whether or not you successfully cast it and your level alone affects damage and chance to resist?

From what I have heard, only your level can affect resistance, damage ect. Skill levels only affect you ability to cast it. I could be wrong of course. *looking around*

Skill level only affects your chance to cast the spell succesfully.

I will have to agree with that. Though only when coming to spells. Skill level at a skill might vary damage. Only an eemortal can say for sure.

Skill level at a skill also might affect secondary effects, such as the difference between "damage dirt kick" and "damage/blind dirt kick". I notice that when i master a skill like bash I usually either completely miss the bash or get a sprawling hit.

P.S. I've yet to have a mastered spell fail to cast.

Fire Elementals are a result of casting the spell "conjure elemental" which only the class "warlock" has access to. Unless there is some item in the game that allows for others to bring it about, I don't know.

If you're talking about a fire elemental, as in the creature, see Lei_Kung's post. If you were talking about adding a fire element to your attacks/spells (probably not, but why don't i cover it anyways) there are certain weapons in the game that have "flaming bite" attack types, dealing essentially fire damage (thus affected by racial weaknesses/resist elements/etc.). As for spells, you can never learn spells beyond what is already on your spell list.
