You can do that, and to some degree it will work. But XP is based on damage done. If you can't do enough damage, then you can hit at 50 GM NPCs all day, and you won't level at all.
To answer the original question: Power leveling is simply leveling as fast as you can. In my opinion, it isn't legal. This is because because it often requires you to engage in various things such as getting armor much higher then your status, getting "hook-ups" - usually by OOC methods, and the like. It would be wrong, however, for me to not mention that some people power-level without cheating. Simply by knowing the game, these people take what they know and level quickly.
While it violates the spirit of the MUD, I, personally, do not look down on the later form of power-leveling. Due to the way the game currently is, it is often required that you reach a certain position before you will even be considered for any serious RP. This position isn't necessarily GM, but it is never novice, and rarely even Mentor.
