  The ground slopes up here to form small hill that is covered by thick,
healthy grass and dotted sparsely with wildflowers.  A tall pole fence can
be seen running from an adjoining hut to the northeast, encircling the
grassy knoll and merging with the wall of the great hall that rises up to
the west.  To the north, a short gate is clearly visible, seeming to open
out to a pathway running between the two buildings.   
   It's partly cloudy, very, very hot, and very windy.

You can't get past familiar.

In other words, you won't get an xp penalty. The xp bonus is only for the first level though.

For some reason, I thought that you got the bonus in the noobie area. I guess I am wrong. Thanks DA

I'm pretty sure you start out the newbie areas with the bonus. But once you've earned some XP and gotten to familiar, it won't go any lower.
