I think he means that if you get jumped by an aggro NPC in a law-protected town, you will get charged with a crime and they won't.

Examples: Stupid centaur in Grahme, rowdy and drunk guy in Everclear's bar.

Yes Gold about cleared it up. Because then you have to fight your way out of the city, and break more laws.
