Can dispel magic still be used to nullify charmies?

Dispel magic on the charm spell's caster will cause the charm spell to drop.

Cancellation/remove compulsion on the charm spell's recipient will also cause the charm spell to drop.

Dispelling a charm will also cause the spell to drop.

[confused]is it just a significant lowered percentage then? Otherwise... what was the point in adding remove compulsion?[/confusion]

Cancellation was what was affected by remove compulsion. Neither are offensive spells, whereas Dispel is aggressive.

When remove compulsion was put in, the chance of cancellation to work for what remove compulsion works on (Charms, confusion, and the like) was lowered dramatically.

In essence, if you try to cancel a charm with cancellation, there's a sizeable chance it just won't work, whereas remove compulsion will (always?) work. The downside is only cloth priests get remove compulsion, and it also has a longer cast time than cancellation, if I remember correctly.

How does dispel magic work exactly? It usually seems to only nullify a portion of someone's spells, does it check against every spell or what?

After using it for years, I say it has a willpower check against every spell.

There have been instances, if I remember correctly, where you can remove more than one spell at a time.

Yeah, I know it can remove more than one, but let's say you have 10 affects, it'll like remove 4 of them, how does this work though?

It checks vs. every spell. When the check fails, the affect is removed.
