So, what determines who or what hits first in a round?

Time of logging on. With NPCs, it depends on wether the NPC repopped after you logged on.

I am not... The person who is highest on the who-list, that is who logged in the latest, will attack first in each round. At least this is how it seems after having played for 8 years.

Try it... Log on, and attack a NPC somewhere, you'll be attacking before it each round. Then let it repop, and do it again... Then reconnect and try again.

I seriously doubt this. I have a feeling it more has to do with various combat situations. Successful bashes, if I remember correctly, will allow you to attack first, while a failed bash will make you attack second...

At least, that's what I think...

What JVJ says is the last loaded person gets the first attack.

So disconnect/reconnect without logging out/in won't change a thing, you need to type quit and login back again to be loaded after another PC.

The description does describe the default arrangement for diku-based MUDs, but I noticed that and made some adjustments for fairness years ago.
