If I remember right (which could easily be wrong), the hoof slot wasn't an armor slot. So does it do anything aside from giving a spot to put leet enchantments on the horseshoes?

I'm pretty sure horseshoes count as armor just like boots do. Unless they've been built incorrectly perhaps.

Does horseshoes have significantly less AC than normal boots, then?

Based on the values I was looking at, I think they have the same AC values as normal boots.
