Asking / Complaining to the law of the land about how long you have to serve might also be a good way to initiate roleplay about a pardon... ;)

Perhaps jail time/trials for "accomplices" can be looked into -

Situation snafu:
Player A is a criminal.
Player B attacks player B where A is a criminal. B becomes a criminal.
Player C is grouped with B, they go through a gate, player C becomes a criminal being in wrong place/wrong time/couldn't slap on mode stun quick enough. They leave town. C is looking for tribunal leaders for over a day, but alas. RP is happening, but it boils down to 'you really need to speak to X.'
Later C is with player D/E. D says they're going to go to location X, but instead the portal goes back to town. C doesn't flee so D/E can make it outta there. Mode stun is set. C is dirt kicked and just doesn't want to make this any worse.

Pretty sure this isn't a rare occurance. The law system generally trips up and more often than being effective at catching people like A... or even B. One crime between 2 people spawning off quite a bit of chaos.

Perhaps it should be considered where if 1) no crimes made against a PC 2) criminal has less than 3 charges of which only 1 could be an NPC death (but no more, seriously) and/or 3) criminal belongs to allied organization that a member can issue a 1 year probationary term. Leaders should be able to know/see who is on probation and who did it. This way any potential abuse can be seen.

Not saying this is the best idea. Just a thought really.
