Why does the penalty stack, but not the bonus? Is this a feature? A bug?

The stacking limitation for bonuses is that for each type of effect (morale, luck, etc.), only the biggest bonus can contribute to any particular stat (weapon damage, willpower, etc.)

In this case, both frenzy and berserk are morale-based boosters, and only the larger bonus to hit probability and weapon damage applies. So it's intentional. Considering how important stat buffs are in PK, this limitation is arguably a good thing for the game as a whole.

Granted, it's ICly kind of weird that casting frenzy on a berserking barbarian isn't helpful, but that's the way the spell works right now.

Penalties are generally intended to be significant, and thus stack. For example, fatigue and sprit disorientation even stack with themselves, let alone with other stat-lowering effects. Most debuffing spells don't stack with themselves, but they'd be pretty puny if they didn't stack with anything.

Yeah, penalties don't stack, which kinda sucks, but it's nice. I'd advise just avoiding frenzy as a barbarian.

Shamans can cast (and brew) a million other beneficial spells too that any barbarian would love. Maybe only nine hundred thousand.

Unless, of course, you trained MR. Then you just cry.
