so I know a priest can brew to spells into one vial, can a sorcerer or necromancer scribe the same spell on a scroll or two different spells on a scroll?

Yes.

You can even buy premade scrolls and add spells to them.

You can put two different spells on a scroll but I think there are limitations as to what kinds.

Scrolls can hold up to three spells, I believe.

Yep. But it gets exponentially more difficult (or so I'm told). But I've seen PC scribed scrolls of Petrification, Petrification, Petrification.
