Just have to use the right arrows and bows.

No, it's broken.

The skill should be called "use short bows better".

All multiple attack commands are limited by weapon speed. It's true for melee weapons, why should it be different for missile weapons?

Because mercs can get more attacks with the bows with specialize then scouts can get with rapid shot. At least make rapid shot work like specialize for all bows to even it up a bit.

scouts shouldn't outbow a specced merc.
