I've never found this to be the case. Both immortal and player given out rewards. I've been rewarded, at most, 3 times total by the same player in a 2 month span - and I genuinely think that's due to the low who lists in the morning that this player plays on.
I firmly, firmly suggest you send logs of roleplay to imms as well, or tell imms to watch for certain players who perform above the bar. They will respond and reward them for their actions. I've seen enlights go to novice/initiate level characters for their amazing roleplay.
I personally believe enlights should be reserved for newer players, who perform well and help encourage them, but the system keeps the overall standard of RP up. They shouldn't be used as a way to get to GM.
If people want GM, do what I did: grind it till you can quest the last level or so. (Yes, I realize 22 natural charisma, spells AND melee make my character extremely fast to level, but it's not that terrible). It's not that difficult, and requires group interaction for most classes.
I think that's a healthy thing and part of this topic -- the 'grinding' process forces more group interaction.
