The way I see rallying cry is more of a tactical base, shouting *during* combat for people to go there and attack there and stand still there while enjoyed a martini there. Hence why mercs get it, while other melee classes do not.

But that's just me.

For some probably...But I do agree that men can rally before a fight. I suppose its just a matter of what D's vision for the skill is.

You can rally out of combat, but you have had to already go through a fight to do it, and before the pulse tick where you can recall.
