Or it could let the 'first' member online, at the bottom of the list, to get abilities to parole and undo it.

I really see tribunal members abusing this and making leaders in tribunals almost unnecessary.

But i see its point as well. Its a bloody pain when tribunal leaders (or just leaders in general) are inactive.

I still voted no.

Wouldn't that require the command 'unparole' to be added to the game?

As I said, akin like being able to track the diplomatic changes, a leader should be able to see who parolled who and when since their last login.
This way the parolling is being directly monitored by the leaders, and if a member 'abuses' their power, a leader is within their rights to punish/remove said power (so long as its coded up this way). That way everyone wins.
