Actually, I was thinking about it. Is there really a homefield advantage currently for tribunal PK? It doesnt seem so since all the tribunal members who are raiding can bring in uber NPCs.
Why not limit the NPCs of the attacking tribunal. So for Exile, they could take in their Templars but not Lazaran or any other of the "leader" or "exceptional" soldiers. Nerina would have their soldiers, but not be able to take Balacha when attacking. The north would have their soldiers, but not the trio. Ayamao has soldiers but not the elemental and so on.
I dont know enough about Empire really. I would think their legionnaires would be good, but are the giant legionnaires higher level or considered to be their elite force? Not sure who their "big hitters" are.
