Charm person. . .
should not work against other PCs. 43%  43%  [ 18 ]
should be much easier to resist, but still work against PCs. 19%  19%  [ 8 ]
should stay exactly as it is. 38%  38%  [ 16 ]

Taking away the charisma bonus makes Charm Person totally balanced in my completely accurate opinion.

If its success rate is in-line with spells like sleep, then it might be balanced. I would get rid of the whole taking PCs with you when you recall, though. And while its casting time is pretty significant now, I think it should still be easier to resist than sleep, not just on a par with it. But it's definitely a lot better without the charisma bonus.
