All this whining always seems to come from people who are unwilling to join a Tribunal, because you don't get 5 shiny new abilities to play with.
So as an enemy horde bears down on the city, I imagine most tribunals members are thinking: "Thank god for the perk of law immunity. There's absolutely no way I can stop this on my own and since I can't pardon anybody that helps out, it's going to be a cold day in hell before I can convince most anyone to help me out, but thank god for one of the few perks I have being law immunity!" Yeah... quite the perk here.
Law immunity means you can do whatever you want. This means that somebody has to instigate war and be turned in before you can do anything.

What exactly is banishment? A player decides at their whim to bring it, and the only way to get out of it to be unbanished. As long as that doesn't happen there's no getting out of that either. With this you can also be pardoned, OR your factions come to a truce. In other words this is still easier to get out of.

The term outlaw means outside the protection of the law. The point was that it was not a crime to kill an outlaw. Sorry, just a side rant, since I still say that should be an option available to tribunals, but I know this isn't going to happen, so you can take a point for this one if you'd like.
