To answer the question, warlocks should not have scribe and scrolls. More broadly, warlocks don't need anything new. The enchantment changes benefited them because people don't go crazy trying to pump up their reflex, and the average amount of MP is probably down from where it was because of the split between AP and MP, so warlock spells are going to do more damage on average than they used to IMO. About the only argument you could try to make is that there should be fewer and/or less powerful RE items (or even just one or zero of them), but warlocks themselves do not need any new skills or spells and, even if they did, they would rank near the bottom of changes that ought to be made to classes on SK.
