You seem to have lost sight of the actually topic and spell listed. Raise Dead doesn't do you any good when theirs no corpse. You only have one class that can revive with no corpse needed, when that class isn't present or on a side that can help you and your corpse is pretty much gone you're boned. Death Quest is only free the first time if you actually get it and Reincarnate is supposedly the last ditch option.
But since you're nice enough to bring up the penalties associated with Raise Dead, how about you tell me why that spell as a penalty where Resurrection has none? Ones more of a bother than the other and from what I hear rarely used. but then again with your backwards logic it isn't to surprising.
Raise Dead should have Zero penalty while Resurrection should hit the person with Resurrection Sickness. A Priest/Shaman should have Raise Dead at a rather low level, with Resurrection being at the top end, since I'm sure it would be easier to return a soul to his/her body that they are use too, instead of creating a whole new body for them to get comfortable in.
