If you learn at an accelerated rate, do you gain familiarity faster as well?

Familiarity is based on the amount of XP you've gained in an area so technically, yes. You'll still gain the same number of levels in a given area, just do it faster.

I'm curious, does the bonus xp apply to all forms of xp, or just combat? Meaning do you get a bonus for non-combat casting, healing, discovering, and doing quests?

I think it's the same. I just helped a character get up to Apprentice in a two hours last night... Pretty fast by me.

So I'm not quite sure what happened while I was offline, but last night when I logged off I was 3/4s of the way to the next level. Tonight I log in and I can advance, not that I'm complaining, but something's fishy.
