They extra spam those messages especially if they cannot reach their victims, too. Then the hell is really loose.

In the very least, can we potentially combine the two lines into one, or perhaps tells for the intended lawbreakers.

it's about the only way that shouting and aural commotion can be communicated convincingly over text

I think the proper change would be:

1. Let ALL the guards in the room yell, so the criminal (group) has a more enhanced picture of how many guards are attacking him (or them).

2. Simply make the guards shout only once, or at least, not that often in order to reduce the spam. You don't need the same NPC yelling the same spam over and over again.
