It probably helps against damage from other spells, but I wouldn't say it's particularly noticeable.

It also effects weapons/NPCs that deal elemental damage to doesn't it?

I'd be very surprised if RE didn't limit the damage from spells like fireball and cone of cold.

The main reason it would surprise me is that fireball never seemed to do a lot of damage to me when I had RE. The problem is that I can't remember getting hit with fireball when I didn't have RE, so fireball might just suck.

being a warlock i can say that it affects most of my spells, i cast it on myself and then cast the spells on myself, it is noticable. But without resistments otherwise it doesnt do much.
