Would it be possible for anyone at anytime donate to a tribunal coffer?

Not just to a trib member who might not be present at the time.

I like the idea of non-tribunal members buying themselves a little bit of bounty NPC protection.

Until bounty NPCs get removed, anyway.

Yeah, they're not going to be removed, and non-tribs should not be able to deposit.

I honestly like the idea of a donate command, to go toward only the home tribunal of any given citizen. Imperials can only donate in and for the Empire, Taslamarans can only donate in and for Taslamar, that kind of thing. I'm not sure if or how that would upset the balance of the game, though.

Would make it harder to drain accounts if 10 people were contributing a day.

There's already taxes, and you can donate to a tribunal member.

Same reason there is no "deputize command". If you want this stuff, join a trib. Not a cabal for zomg ninjar skillz.
