Being from a judge, it's nearly impossible for someone to take this armor again and again unless it's done with certain cabal abilities.
And now is not the only time I've seen pieces of said armor all over the floor. Also I've seen in the past requested light only pieces of armor dropped in places as well, so you can't exactly say a darkie killed the NPC, grabbed the lewt, then was killed in PvP and the armor ended up in HQs.
Strange how I haven't encountered this example in my looks. This is probably something you should bother to send logs to Dulrik and friends so that they can investigate.
There's nothing wrong with reiterating the rules concerning requestable equipment but there isn't really anything here.
