The cap is high enough, to where you could sit there and enchant for like 8-9 hrs straight, and still get XP.

Duno, all I know is my last caster spammed spells all day and I kept lvling fast.(non combat spells)

Once upon a time, I recall 4 priests in the same faith dutifully levelled up their last 10 or so levels using spellcasting in a day without limits. Once this occurred, it was not long before the practice caught on like wildfire, neccessitating the need for a changes, including inability to gain experience healing if one wasn't actually healing. The cap/limit per day came later, when people were still figuring a means to work around this fix. I could see reviewing the cap if it is xp based vs. tick based given the recent changes to the levelling system.

As far as not killing people/NPCs, mode stun is your friend.
Or if you don't want to kill people, seems to be a growing number of animals/monsters/supernatural things out there.

The best way to use non-combat experience is inbetween grinding sessions. I never got more then a tick or two using enchant, brew and gate. So if you are in an area and killed everything and are waiting for a repop, or just advanced a level, sit in an inn for 20 minutes and do some non-combat training. This way you can extend the firmiliarity on areas as well, by gaining a bit of xp for free.

casting non combat spells, high lvl, IE sanc/spell ward/recharge/enchant/brewing and such, in areas that are mentor+, is excellent for xps.
