Not sure if this is possible, but separate it out from the other languages and make it a Jman level skill so it cannot be taught by PCs and/or take it away from all NPC language trainers, switch it to one NPC that you have to do a quest to get to. Those who are dedicated to learning all the languages and those who are really into quests will do it thus preserving the "eliteness" of the language.
I love the languages in SK and all the history behind each one and I try to share that when I teach them but I know that generally speaking, most people do not see it that same way. Instead they view it as one more thing to master to make the game easier.
Just my two cents. Take it or leave it.
