Two days ago I leveled while in Tlaxcala, then last night I went to the Lower Morea and fought those malformed humanoids. So my answer to your question is no.

What level are you compared to the things you're attempting to murder?

I'm Master (4) Creatures con as tough challenge, so my level has nothing to do with it. Exp on my character for some reason just turned off. I'm getting exp now so whatever it issue was it has passed. I'm also still blemished so blemishment doesn't cause you to stop receiving or slow down exp.
