I think bonus XP needs to be on constantly right now, happy hour isn't achieving the desired affect. Another MUD I played did this when numbers started to fall and it helped keep people interested - you could more quickly test out classes and abilities you've never had time for previously. Just a thought.
I'm doing my best to try and give a straight answer where possible, so hopefully you won't judge this too harshly.
It's preferred that bonus XP is tied to events. If no one is able or wants to run an event it can be difficult to justify enabling bonanza XP.
I've helped run an event or two, and got lots of help with the one I tried to run, but it's not something I enjoy very much, nor am I very good at it(and for those wondering I've actually played Dying Light since being made aware it was a thing). I can't speak for anyone else, and most were quite nice about the one I tried to do, but the sentiments shared surrounding some other events over the years may have had a bit of a chilling effect on the desire of people to run events as well.
I'd be interesting in hearing different ideas on how to approach this kind of thing. Both from events that would feel special even without a lot of staff assistance, all the way to things that might work better than bonus XP seems to in a game state where even new players are finding help to GM very, very quickly with or without the bonus.
