As for Slayne and Delear being most notorious characters in the mud? I can think of a dozen characters that had more of an impact then them. I don't even recall Delear changing anything.
This statement might be mathematically correct. Looking back, I can't say Delear changed SK too much. 99,9% of the RPs he was involved, were motivated to affect the world of SK, -WITHOUT- involving the immortals. If the imms noticed something interesting and worthy going on, they could simply jump in and get involved on their own. I've never been happy-spamming to the imms with my ideas etc etc...
In a few occasions and for things that I was totally unable to do by myself, I contacted the imms only once asking for their support. I mostly got ignored due to the huge amounts of requests from other players and the lack of my persistance.
Also, the result of this comes straight from the Pbase. For example, when you RP/negotiate with a group of people endlessly for about 25 IC years and suddenly a new leader comes up, ignoring anything prior to his existance instantly dismisses the option for SK to evolve through players and not forcible code changes. Not to mention how OOC is for the new leader to act in this manner since the whole RP took place during his lifetime, even though he was supposed to be an infant.
As far as for the old character names that pop up every once in a while and who apparently had so much impact on SK, it only appears to me that they were played at a time when SK allowed players to affect the mud much more than they can now...Much like a new nation seeks it's own heroes as to create it's unique culture and history.
