That is not correct.

The biggest problem with leadership is a small playerbase being spread over a large number of groups.

I disagree. The biggest problem with leadership is crappy leaders.

Who only come to power because of slim pickings and when they do, they latch onto it for dear life.

I've seen it countless times.

IDEA: Escort (ability only for leaders)

When visitors to a city become too unruly, arousing much suspicion or causing disturbances, the leader of a city has the authority to escort the rascal out of his/her capital. The culprit is removed to the portal stones of that Kingdom and is barred from reentering the city for a day. Disregarding this order will bring the attention of a city's guards, escorting the culprit out again, and restarting the duration of the ban. A leader can only ask her guards to be mindful of one face. Citizens cannot be escorted.

Only one person can have this flag at a time. So if the same person keeps resetting the 1-day timer by continually trying to reenter the city, no one else can get escorted.

Sure, so long as they ask you to come with them. At that point, you can either say yes, and be removed to the portal stones, or you can cut their faces off. However, automatic ejection is a terrible idea and would be abused badly.

The point is to avoid violence and outlaw flags.

And the idea behind automatic removal is a leader had the intimidate factor, with dozens of guards and buffs at their disposal (in theory).

And yet...you would get:

Leader: XXXX is in town! Quick get everyone to the portal stones!

Leader: Ready?

escort XXXX

*gank*

Players should never get any sort of transfer ability on opponents that cannot be resisted.

P.S.
It's not as if violence wouldn't be averted in plenty of cases. There are many people who would go along without causing a scene, precisely because they wouldn't want to be an outlaw. I don't think that it's fair in the least to say you can escort someone out who is bound and determined to fight, however. There are those people who go into cities by themselves and are willing and able to fight off guards and people.

Even if they did decide to fight, you'd have a decent advantage, as they'd be fighting several guards and you'd presumably be there to back them up.

I'll play a leadership position again, someday, no time now.
