Players should never get any sort of transfer ability on opponents that cannot be resisted.

It's not as if violence wouldn't be averted in plenty of cases. There are many people who would go along without causing a scene, precisely because they wouldn't want to be an outlaw. I don't think that it's fair in the least to say you can escort someone out who is bound and determined to fight, however. There are those people who go into cities by themselves and are willing and able to fight off guards and people.
Even if they did decide to fight, you'd have a decent advantage, as they'd be fighting several guards and you'd presumably be there to back them up.
