Haste and giant strength were both nerfed with this update. Previously, both haste and GS, regardless of level, would give you +5 to peak dex and strength, respectively. Now, Haste and GS only give a bonus to max dex/STR equal to what the spell actually gives you in actual STR/DEX: This means only +4 max for GS and haste, and less than that if the spell is weaker.

It also is not a false statement. Enchanted dex mods do not provide extra dex points under haste, only innate dex does.
