Charm person is overpowered, when used in pk against other pcs. It has very little casting time, is difficult to resist, and wins the fight whenever it lands.
Charm person belongs to a unique set of skills and spells that can kill you immediately. I call these "I win" skills and spells. Some examples include petrification, finger of death, backstab, and even cleave.
Skills, such as backstab and cleave, have no casting time. They are still not overpowered, however, as there are many ways of completely negating or avoiding them. Putting something behind you or keeping your pulse racing is an easy way of completely avoiding backstab. Cleave not only has a very minimal chance of straight-up killing you, but it can be avoided by placing yourself in the third row or landing the first blow on the hellion.
Spells, such as petrification and finger of death, are relatively easy to resist. It makes sense that other spells, such as blindness, weaken, or sleep, are more difficult to ignore because these spells do not win the battle when they actually land. Not only can you resist petrification and finger of death easily enough, but their casting time is much longer than any ordinary spell.
Charm person is at least as easy to land as sleep, feeblemind, blindness, weaken, curse etc etc etc. Its casting time is also minimal, like some of these spells. It is blatantly OP, however, because unlike these other spells, it doesn't just give you an edge in a fight, but makes you win.

Simply bring charm person in line with other "I win" spells. Increase its casting time to match that of petrification. Make it easier to resist, as well. It should be noticeably easier to resist than sleep, for example.
