Swashbucklers have very high dexterity. How does a character poke a finger at something and cause it to explode, like Ryoga? That's theoretically impossible, but in the game it's possible because, well, that's damn cool.
And there's nothing wrong with observing the rule of cool. The Demon Hunter in D3 makes it work.
Besides, it's been pointed out before: sometimes, things don't make a whole lot of logical sense in the game, but they work anyway because you want it to be balanced or interesting. This might be one of those cases. Let it happen, see how it works out. Hand crossbows do [REDACTED] damage anyway. It's not like they're finesse weapons, either. (They should be, IMO.)
I'd say this is one of those "just try it" situations. Slap it on the class, compile and throw up a test version somewhere (remember when we switched servers and there was a public invite for everyone to stresstest?) and let's find out how it plays out. I bet it would actually be pretty awesome.
