Thank you for responding Dulrik.

If my character goes to Chibunei and slaughters all the citizens, and then there are suddenly more citizens, did they get resurrected, or did the mayor release some more "dark-haired women" from his stockpile, or is something else happening? And why would a generic guard not be resurrected?

To be clear I am not trying to be a smartass. I'm curious what's supposed to be going on here.

There is both a material cost and/or godly approval going on for a resurrection. As a member of the adventuring class, you generally have access to both of these. Important named NPCs probably have one or both as well. But Joe Guardsman and his family do not, so when you are murdering them, it's a real and final death.

There are more people in the world than you ever see just by wandering the main streets and houses that you normally trod. The "replacements" aren't replacements, just more of the same generic commoners that are going about their business.

Not to change the subject, but lol at you for trying to use guard NPCs for training.

Ask people IC for some guidance if you are looking for the best places to train.

Thank you for articulating that for me, Dulrik. That pretty much sums up my last response in a much more understandable way.

@jreid: Read all the comments, even my first one would make you realize that I probably wasn't killing these guards. :) I ask advice all the time... I'm a newb, there is no sense at all in me running around blindly, I would waste too much time on nothing. I started this in response to what another PC had mentioned to me. From his perspective, it seemed like something fishy was going on and from mine... if it were true, I didn't agree with it, so I brought it up. And the guards in Garazul work just fine when the rest of the npcs are dead and gone!

To be fair to tribunal members, if you're using tribunal NPCs to train on, you should at the very least show up on the tribunal balance report. While it is not entirely without danger, you can slaughter entire citizen areas in cities like Garazul, Chibunei, Drukyul etc with at most some minor harassment from the tribunal. Training on tribunal guards though hits the coffers directly which means that someone is going to spend time replenishing the lost coin. No one should get a free pass for targeting trib NPCs for any reason. These areas may be traditionally used for training but they are still subject to a kingdom's law code so courtesy should go both ways. If you want the tribunal members to turn a "blind eye" to your training don't empty their coffers by killing guards along with the populace.

So maxman, just to clarify, if you are killing guards from the area in which they spawn (Like the "armored guards" in chibunei) then no one gets a report through it from gameplay mechanics, nor does it negatively impact the tribunal.

However, on a related note, if you are wanted for crimes within a kingdom, then if you travel within that kingdom you are likely to cause "bounty NPCs" to spawn when you enter a room and try to arrest you. These look different for each kingdom, zhenshi spawns golden griffons, the North spawns undead necrophidious, that sort of thing. Coin -is taken out of the tribunal coffers for that kingdom if you spawn or kill these bounty NPCs, and tribunal leaders can tell that you either caused them to spawn or that you killed them.

I also find it worth mentioning that I don't think you can get experience from the bounty NPCs either, although I may be wrong about that.

Edoras, the guards in Everclear appear to show up on the Taslamaran trib balance. Are they so different from the guards in Chibunei?

Not unless the trib balance command has been updated, which is possible.

However, I am pretty sure that the guards in Chibunei even then aren't actually law NPCs, although I may be wrong about that too.
