When resist elements was brewable, it proved that no matter how much you like the idea of a RP restriction of not giving it away, it doesnt work. More potions were given away to allies on both sides than were ever used by the warlocks themselves, which just led to them nerfing themselves as a class.

Making resist elements unbrewable was pointless considering that there are a ready supply of staves/scrolls that can grant the spell. The only classes this hurt is warriors. Sorcerers and such are still not threatened by the spells at all. Pretty sure it would have been better just to remove the spell entirely.

When warlocks were giving away the spell in vials, did it not seem to suggest players would appreciate resist elements being targettable instead of self-only?

What players want and what players should get are two completely different things. A diet consisting solely of ice cream probably sounds great but would not be good for you.

It's actually pretty amusing to see a non-MR race caster get magma'd without resist elements, because it one-shots them.

Gnomes are distant kin to dwarves but are noticeably smaller than their
cousins. Gnomes are wiser than any other race but slightly below average
in most other abilities. They are resistant to poison and mental attacks
but are vulnerable to blunt weapons and find it hard to swim. They sense
disturbances in the earth and also see in the dark using infravision.

I don't read anything about them having magical resistance such as Delves or Sprites or Elves..

It didn't cling. 20% damage on a Gnome. Cling would've done 40% damage. It can one shot poorly built people with low con. That's about it. The cling and DoT does hurt, but is simply negated by having a couple of heal vials / staves if it doesn't one shot them directly, which is apparently easily avoided. Not sure if this person had RE up though either. They did when I fought them in a previous battle, so they very well may have had it up in this instance.

Edit: Just saying it doesn't one shot everyone. Just mostly centaurs and some low hp / low con people.

I'd bet good money that he had RE up, and potentially protection/sanc. Sticky magma one-shots casters without buffs.

Because casters are the one kind of class that's going to walk around without buffs, if anyone.
