You have clearly never played a 3x bounty NPC per room spawning outlaw. Even at 2x per room, they quite effectively prevent any sort of chasing in a city beyond gate 2 rooms away, run into inn with sanc, and drop a newb before bounty NPCs catch up.
Yes I have. If you are in an enemy city, and you are mowing down NPCs, regardless of how long it takes, and they don't come to you after you kill everyone in town. You won. If you are lighty, just kill all of the obviously evil NPCs in town. Cities are easy. They are just annoying to speed-players. It also wouldn't be such a big deal if you had a relic in the center of town you had to fight your way to. It's always been my belief that tribunals are far better set up for capture the flag than cabals. Half the stuff needed to defend a cities relic is already in the game, minus a housing for the relic, and a spawned super group or something to defend it.
Then you have a reason to go attack a city. They have a reason to defend it. And the massive amount of bounty NPCs that spawn would reflect that kingdoms regard to you/your group as a threat to their state. So you get mass amounts of NPCs and that would encourage even the diet pkers to get involved since they have auto spawned NPCs that are already attacking. You also get buffs for your faction if you succeed and they if they defend.
This could also help take cabals back to a secretive type state like they used to be if you removed their relics, as the large groups of people would be needed to attack a city, instead of a small out of the way sanctuary for a cabal. As it is now, you can solo pk in a city you are at war with. A whole city, running around by yourself ganking peeps. You need a larger group of people to attack one building (cabal hq), that would fit inside of a city. Doesn't sit right with me sometimes. That is why anything that makes it harder to pk in enemy territory is just fine by me, even if it is bounty NPCs slowing you down and nothing else. It's better than nothing.
